Beef Chuck
The hardest-working primal on the animal, hiding two of its most tender muscles.
The chuck is the shoulder and neck. Cattle have no collarbone, so the front leg is slung to the ribcage by muscle alone, and this region carries weight with every step the animal takes. Constant load builds connective tissue rather than marbling, and connective tissue only softens with time, moisture and patience.
On the animal
Every other region is a link to that primal. The full butcher chart puts beef, pork and lamb side by side.
Cattle have no collarbone. The front leg is attached to the body by muscle and connective tissue alone, which means the shoulder is not only moving the animal — it is holding it up. Every muscle here is built for load, and load builds collagen.
That single fact explains almost everything about how this meat behaves. Collagen does not soften at steak temperatures. A shoulder roast pulled at 130°F is not rare and tender; it is tough, because nothing has happened to the connective tissue yet. It needs to sit above roughly 160°F for hours before collagen unwinds into gelatin and the meat starts giving way. The most common mistake here is not overcooking. It is stopping too early.
Why there are tender steaks in a braising primal
Not every muscle in the shoulder does structural work. A few sit on the outside of the shoulder blade or tuck in behind it, stabilizing rather than bearing weight, and they end up closer to a loin steak than to a pot roast in texture. The Flat Iron is the clearest example — it was not sold as a steak for most of the twentieth century because a thick sheet of connective tissue runs down the middle of it. It only became a steak once butchers started splitting that seam out.
That is also why those cuts cost more than the roast sitting next to them. You are paying for knife work, not for a better animal.
On price
The shoulder is one of the largest sections of the carcass, and most of what comes off it needs hours of cooking that a weeknight cannot absorb. Both of those push the price down. Pound for pound it is the best-value beef on the animal, provided you have the afternoon.
How it eats
Two speeds, nothing in between. Most of the shoulder wants three hours in a covered pot; a couple of muscles want four minutes in a hot pan and nothing else. Cooking either one the other way goes badly.

Why is my shoulder roast still tough after three hours?
Almost always because it has not been hot enough for long enough, not because it has been cooked too long. Collagen needs sustained heat above about 160°F to break down, and a covered pot that is barely bubbling can sit below that. Give it more time before you give it less.
Can I grill a shoulder roast like a steak?
No. Grain and connective tissue run in every direction through the shoulder, and dry high heat sets that tissue rather than dissolving it. The result is chewy at any doneness. The tender shoulder steaks are individual muscles that have been cut away from that tissue first.
Is shoulder meat the same as stew meat?
Usually. Pre-cut stew meat is most often shoulder trim, sometimes mixed with other cuts. Buying a whole roast and cubing it yourself costs less per pound and lets you keep the pieces the same size, which matters more than it sounds when everything is meant to finish at once.
